		<description>I don&#039;t understand why people are talking non-profit. Non-profit is negative. Journalism is a public good that requires public support from public funds. Like education, with which it is closely aligned. Governments at all levels should be allocating budgets to journalistic enterprises, starting at the municipal level. I propose a City Editor function for Boston, New York, Toronto et al., a department paid for by the city but at arm&#039;s length, its independence protected by journalists with some form of tenure.</description>
